FTC allows ConocoPhillips, Holly to modify licensing agreement
The US Federal Trade Commission approved ConocoPhillips’s request to reopen and modify a final order settling the agency’s competition concerns arising from Conoco Inc.’s 2002 merger with Phillips Petroleum Co. FTC also approved a change to ConocoPhillips’s licensing agreement with independent refiner-marketer Holly Corp.

Industry, government witnesses disagree on need for Tier 3 rules
Proposed regulations to further reduce sulfur content in gasoline by nearly 70% potentially could make refiners significantly alter their plant configurations while reducing product inventories and processing capacity, witnesses from two petroleum industry associations told a House subcommittee. A US Environmental Protection Agency official, meanwhile, said they are necessary nevertheless to protect public health.

Lawmaker seeks study of E15 ethanol gasoline blend impacts
US Rep. F. James Sensenbrunner (R-Wis.) introduced a bill on Oct. 14 that would make the US Environmental Protection Agency seek independent scientific analysis of the effects of a 15% ethanol (E15) gasoline blend. Sensenbrunner, who is vice-chairman of the House Science and Technology Committee, said the additional study is necessary because EPA relied on a single, narrow US Department of Energy study in its decision to proceed.
